To promote the high-quality development of the satellite communication industry, 19 ideas and measures have been proposed from seven aspects, including orderly expanding market opening, continuously expanding application scenarios, cultivating and strengthening the industrial ecosystem, optimizing the supply of telecommunications resources, strengthening satellite communication supervision, and enhancing the synergy of collaborative advancement.

The Guiding Opinions clearly state that by 2030, the management system and policies and regulations for satellite communication will be further improved, the industrial development environment will be continuously optimized, the innovation vitality of all types of business entities will be fully unleashed, the comprehensive development level of infrastructure, industrial supply, technical standards, and international cooperation will be significantly enhanced, and new models and new forms of business such as direct connection of mobile phones to satellites will be applied on a large scale. We have developed over 10 million satellite communication users, promoted the full integration of satellite communication into the new development pattern, and effectively served the high-quality development of the economy and society.

Encourage the innovative application of satellite communication in various industries and fields such as industry, agriculture, transportation, energy, and urban governance. Strengthen the cross-integration with new-generation information infrastructure such as industrial Internet, Internet of Vehicles, aviation on-board communication, low-altitude intelligent Internet, and computing power networks. Promote direct satellite connections among automobiles, ships, aircraft, etc., and vigorously develop popular and large-scale satellite communication applications. Promote the interconnection and integrated application of Beidou short message and public communication networks, enhance service capabilities, and cultivate and expand the Beidou short message industry ecosystem. The low-altitude intelligent Internet of Things is an important component of low-altitude infrastructure.
